Chargeback aliexpress

I bought a phone with a seller in aliexpress but it never arrived, instead I got a toothpaste and a toothbrush (yeah, nothing related). I asked for a refund, opened and dispute but AE sided with the seller. I escalated the things to customer service (let's hope I can get my refund) but now I want to have another option if I don't get a solution.

Can I request a chargeback if I think somehow my package hot manipulated? I don't want my bank to side with the seller because they have the recording of when they packaged my phone but I still didn't receive what I ordered.
